The Shield Act Is Precisely What Is Needed to Rein in Foreign Interference in U.S. Elections
Statements of Public Citizen Experts
Note: U.S. House Administration Committee Chair Zoe Lofgren (D-Calif.) has introduced the “Shield Act of 2019” (H.R. 4617) to rein in foreign interference in federal, state and local elections across the U. S. The sweeping legislation closes loopholes that allow the laundering of foreign money in U.S. elections, creates full transparency of the sources behind online political advertising and prohibits voter intimidation and the exchange of campaign information between candidates and foreign powers. Lofgren is joined by 11 original co-sponsors on the bill.
“The Founding Fathers knew firsthand the dangers of foreign interference in U.S. elections. They warned us in their writings and took steps to curb the opportunities of foreign meddling in our elections in the U.S. Constitution. Yet, it is happening almost unchecked today.”
– Craig Holman, government affairs lobbyist
“The Shield Act is precisely what is needed to rein in foreign intervention and restore integrity in our elections. The sweeping reform measure is likely to pass the House quickly and be sent to the U.S. Senate, where its fate is yet to be determined. It would be very unfortunate for voters if America has to wait until after the 2020 elections to protect our democracy.”
