Adam Pulver
Attorney
Adam Pulver (he/him) is an attorney at Public Citizen Litigation Group, where he specializes in administrative law and appellate and Supreme Court litigation on behalf of consumers, workers, and civil rights plaintiffs. He has obtained victories in seven different federal courts of appeals, as well as multiple federal trial courts and state trial and appellate courts. Among his victories include multiple decisions invalidating government regulations that harmed workers and consumers. Adam has served as lead counsel in successfully opposing petitions for certiorari in the Supreme Court in more than a dozen cases. In addition to representing parties, he also maintains an active amicus practice, and regularly conducts trainings and provides guidance to public interest lawyers on a variety of issues. He is also one of the contributors to the Consumer Law and Policy Blog.
Prior to joining the Litigation Group in 2017, Adam worked in a variety of public interest positions. Most recently, he was a Senior Attorney at the Office of the Solicitor of Labor at the U.S. Department of Labor (DOL), working on a variety of litigation and non-litigation matters relating relating to discrimination, labor union governance, and labor-management relations. Prior to joining DOL, he spent several years as an associate at Emery Celli Brinckerhoff & Abady LLP in New York, where he litigated cases in state and federal courts at all levels, with an emphasis on civil rights cases under section 1983 and the Fair Housing Act. He also worked at the ACLU of the Nation’s Capital (now the ACLU of DC) as a volunteer attorney. Following law school, Adam served as a law clerk to the Honorable Christina A. Snyder, Honorable Stephen G. Larson, and Honorable Virginia A. Phillips, all of the United States District Court for the Central District of California.
Adam has authored a number of publications relating to administrative law, consumer, labor and workplace issues, disability rights, and sexuality and gender law. In 2021, he was the recipient of the National Civil Justice Institute’s Appellate Advocacy Award. In 2015, he was named one of the nation’s Best LGBT Attorneys Under 40 by the National LGBT Bar Association. Adam is a past president of the LGBT Bar Association of the District of Columbia.
He graduated from Columbia Law School in 2008, where he was a James Kent Scholar and Dean’s Public Interest Law Scholar, and received the Allan Morrow Prize for Sexuality and Gender Law. Adam earned his undergraduate degree magna cum laude from Tufts University.
Adam is a member of the New York and District of Columbia bars and is admitted to practice in the United States Supreme Court, as well as several federal courts of appeals and district courts.
